The Utility Superintendent is responsible for the safe, efficient, and reliable operation, maintenance, and oversight of the Village of Marshall’s water and wastewater systems. This role encompasses utilities planning, system operations, preventative maintenance, regulatory compliance, laboratory testing, and support of broader
public works functions, including snow removal, street maintenance, and groundskeeping. The position may serve as Operator-in-Charge, providing leadership in coordinating staff, scheduling work, ensuring regulatory compliance, and directing day-to-day utility operations.
Essential Job Duties
The following duties are representative and may be modified or assigned as needed. All work is performed under
the direction of the Director of Public Works.
Wastewater Operations
- Operate wastewater treatment processes and equipment in compliance with discharge permit
requirements. - Utilize laboratory data and process indicators to maintain operational control and required records.
- Perform preventative maintenance, cleaning, repairs, and replacements on lift stations, collection systems,
and treatment plant infrastructure. - Collect wastewater samples and perform or assist with laboratory testing.
- Maintain wastewater facilities, buildings, and grounds in a clean and safe condition.
Water System Operations
• Operate the water system in an efficient and cost-effective manner.
• Perform preventative maintenance, repairs, and upkeep of wells, pumps, and distribution infrastructure.
• Collect required water samples and conduct testing in accordance with regulatory standards.
• Exercise valves, flush and maintain hydrants, and maintain hydrants, including painting and repairs.
• Implement and maintain water meter replacement and tracking programs.

Supervisory and Operator-in-Charge Functions
• Coordinate and direct daily operations of water and wastewater personnel.
• Schedule, assign, and train staff to meet operational needs.
• Develop work plans, establish priorities, and coordinate projects.
• Ensure efficient use of personnel, equipment, and resources.
• Assist with budget preparation and adherence to departmental budgets.
• Respond to public inquiries and maintain positive community relations.
• Address performance issues and implement corrective actions as needed.
• Communicate regularly with the Director of Public Works regarding operations.
• Perform system-related work including installing mains/laterals, emergency bypasses,
and cleaning sewer systems.
• Assist with maintenance of public facilities, equipment, and grounds.
Administrative and General Duties
• Maintain accurate operational records, logs, and reports.
• Assist in preparation of required state and federal reports.
• Utilize computer systems, including Hach WIMS and Job Cal (advanced proficiency required
when serving as Operator-in-Charge).
• Participate in on-call rotation.
• Maintain required certifications and continuing education credits.
• Communicate effectively both verbally and in writing.
Preferred Qualifications
• High school diploma or equivalent required; Associate’s or higher degree preferred.
• Ability to obtain Wisconsin Water Certifications (Groundwater and Distribution).
• Must possess or be able to obtain and maintain a Wisconsin Class B CDL.
• Wisconsin Wastewater Certification with advanced subgrades in:
• Biological Sludge Handling
• Suspended Growth Processes
• Disinfection
• Laboratory
• Nutrient Removal (Nitrogen and Phosphorus)
• Collection Systems
• Solids Separation
• Demonstrated supervisory experience and knowledge of utility operations preferred.
• Equivalent combinations of education and experience may be considered.
