Under general supervision of the Reliability Process Manager, the Maintenance Planner is part of the District’s Operations and Maintenance (O&M) Department, working to improve maintenance efficiency, safety, and quality by addressing and reducing unproductive maintenance time. This position oversees the work order management process (IPSECA), including reviewing works orders, scheduling field reviews and job walkdowns, researching parts and labor requirements, and preparing the work in the system for scheduling primarily focused on electrical and facilities assets. After completion, the Maintenance Planner works closely with technicians to capture details of what happened on the job. Through data, feedback, and properly managed Computerized Maintenance Management System (CMMS) records, more efficient and effective planning is enabled in the future.  This time savings allows the Maintenance Planner to focus on improving other areas of maintenance to impact overall plant reliability, helping the District to meet its Reliability Centered Maintenance (RCM) goals.   • Review and prioritize Electrical and Facilities planning work orders daily in the CMMS system using corresponding job action codes and statuses. Break up planning backlog between items that are quickly planned and items that require walk down in the field. Minimize overdue planning work orders.
  • Investigate and troubleshoot work orders in the field, if necessary, to determine scope of work.
  • Determine level of detail necessary and create efficient job plans for planning work orders.   Ensure job plan is attached to the work order.
  • Give supervisors pre-notice to coordinate support needed from Technician’s to plan work orders.
  • Research solutions and parts for repairs from O&M manuals and the internet, as well as historical information found in CMMS.
  • Estimate the necessary labor to complete work orders.
  • Procure the necessary parts for work orders.
  • Determine critical technical requirements for parts and clearly articulate them to the Inventory Team for proper catalog stock code creation through change requests.
  • Identify vendors and suppliers for quality replacement parts and services. Work to procure quotes and forward to the inventory team for fulfillment.
  • Identify any permits necessary to complete work orders.
  • Coordinate with the operations supervisors, maintenance supervisors, lead workers and purchasing department effectively to get work orders ready-to-schedule.
  • Assist with job kitting process when necessary to get complex jobs ready.
  • Quickly address work orders that require additional planning. Keep re-plan work orders in the backlog to a minimum.
  • Participate in weekly O&M meetings. Manage Planning work order escalations from the teams and provide timely feedback.
  • Identify work events that require technician discussion and follow-up and properly flag and review in the work order system.
  • Review completed job plans with technicians and update them based on technician recommendations. Verify updates are increasing technician efficiency and decreasing the amount of re-planning work required.
  • Update processes and routines to consistently capture more critical feedback information to improve future work processes
  • Properly manage all work order and work history data in CMMS with consistent coding to ensure cleanliness and reportability.
  • Attend Maintenance department meetings to understand pain points and assist in problem solving.
  • Manage job plan library for workgroup. Ensure updates are clearly tracked and revisions are logged.
  • Review Bill of Materials (BOM’s) for retired assets. Submits change requests to remove obsolete materials from the catalog.
  • Assist with drawing, specification, and other data updates within the CMMS system.

  • Support the commissioning process for new assets to ensure BOM’s are updated properly to aid in future planning.
  • Audit processes and routines to ensure they provide proper outputs
  • Continually review and improve the workflows and processes for planning to improve efficiency, accuracy, and overall effectiveness of work being completed.
  • Identify opportunities for predictive or preventative maintenance procedures to solve an issue or catch a defect earlier in the process to plan work in time.
  • Train and coach other O&M personnel on processes and standards that are created or improved.

Required:

  • Journeyman Electrical Certification
  • Experience in a plant/large operational setting that includes experience with preventative maintenance and work orders within an organization practicing best practice planning, scheduling and continuous improvement.
  • Experience utilizing a CMMS or Enterprise Asset Management (EAM) system to process work orders.

Preferred:

  • Experience with Industrial Automation and Controls Training in Continuous Improvement, Reliability Centered Maintenance, Certified Maintenance and Reliability Professional (CMRP), etc.

Knowledge, Skills, and Abilities:

  • Thorough knowledge/understanding of reliability-centered maintenance and/or maintenance work order planning principles as applied in a large, diverse plant environment.
  • Working knowledge of the Planning cycle. Understands work processes and how to effectively keep processes and data up to date and accurate.
  • Working knowledge/understanding of mechanical and/or electrical equipment as it relates to a large, diverse plant environment.
  • Experience looking up technical data in manuals, the internet, or contacting vendors directly for support.
  • Skill and experience using advanced functions of a Computerized Maintenance Management System in a large plant context.
  • Strong technological skills with the ability to read and interpret plans and drawings.
  • Skill in the operation of a computer workstation and Microsoft Office Suite software.
  • Strong organizational skills with the ability to work independently, plan daily activities and prioritize tasks with minimal supervision.
  • Strong communication skills with the ability to coordinate work between supervisors, purchasing staff and technicians.
  • Strong critical thinking skills with the ability to systematically investigate work orders, assess levels of risk and document clearly with necessary information, job plans.
  • Ability to communicate effectively in both verbal and written form.
  • Ability to work both independently and in a team environment.
  • Ability to pro-actively develop and maintain effective working relationships with the Operations and Maintenance workgroups, the District’s procurement staff, equipment vendors, contractors, and others.

Required:

  • Computer/Technical expertise (e.g. Enterprise Asset Management (EAM) and Document Management software experience)
  • Experience with electrical and mechanical assets & concept (e.g. electrical vocabulary)
  • Experience in using technical documentation to find case specifications
  • Experience with organizing large sets of data

Preferred:

  • Experience with operations and maintenance of wastewater specific assets and equipment
  • Experience with understanding and managing electrical assets.

Work is primarily performed in a standard office environment but regularly requires work in the field with exposure to wastewater and other hazards. Must be able to physically access areas of the plant and the collection system. Must be able to safely use computer equipment for extended periods of time. Requires sufficient hand, arm, and finger dexterity to operate computer keyboard or other office equipment. Requires visual acuity to read and write words and numbers. Requires speaking and hearing ability sufficiently to communicate in person, publicly or over the phone. The noise level varies from quiet to loud.  This position may be eligible for remote work consistent with the District’s remote work policy.
