This position provides for the operation of the water and wastewater facilities of the Village of Marshall and knowledge of the operation and maintenance for public works equipment, public buildings and grounds. This position has responsibilities to operate, plan and control the Utilities and assist in public works operations.

• Operate the water system in an efficient and cost-effective manner. • Reads, installs, repairs, and troubleshoots as needed for all meters and related systems, maintains and manages the meter software; supplies the Village Utility Clerk with data required for billing. • Maintain the well houses and water distribution system by performing preventative maintenance cleaning and repairs. Maintain appropriate records. • Collect water samples as needed and perform all other sampling and testing as required by local, state and federal regulations. • Exercise water distribution valves on a regular basis and flush fire hydrants twice per year. Paint, repair and maintain hydrants as needed. Maintain all appropriate records. • Implement and maintain a water meter replacement program per local, state and federal regulations. Maintain all appropriate records. • In the absence of the Operator-in-Charge, operate the wastewater treatment plant processes and equipment in an efficient and cost-effective manner utilizing laboratory testing data and other indicators to meet discharge permit requirements. Maintain all appropriate records. • Maintain the lift stations and sewerage collection system and treatment plant structures and equipment by performing preventative maintenance, cleaning, repair and replacement as required. Maintain all appropriate records. • Keep the treatment facility buildings and grounds in excellent condition and ensure a safe and secure work environment. • Collect wastewater samples as needed. • Give input to Director of Public Works concerning budgetary items on a regular basis. • Confer with Director of Public Works concerning work assignments to ensure that the department is operating in an efficient and cost-effective manner. • Help to establish and maintain a positive image with the general public. Respond to questions, concerns, comments and other issues related to the department. Public relations are always to be positive rather than negative. • Participate in the on-call schedule of the department. • Have proficient computer skills and have general knowledge in Hach WIMS and Job Cal Software. • Maintain the proper amount of accredited continuing education hours related to water-wastewater treatment. • Implement and maintain a private well abandonment program. Maintain all the appropriate records. • Be physically able to lift up to 100 pounds on occasion and up to 50 pounds on a regular basis. • Must be able to perform work duties outside during inclement weather and during storm conditions. • Must be able to install mains and laterals, perform emergency bypasses, jet and clean sewer mains and laterals, and perform any other functions necessary to ensure smooth water/wastewater treatment. • Plow snow, cut weeds, mow lawns, make concrete repairs, perform asphalt patching, chip brush and assist with all other tasks as needed in the street dept. • Locate and mark village owned utilities when necessary • Ability to communicate effectively both orally and in writing. • Availability to be on rotation for on call duty (compensated)

- High school diploma or equivalency required with the minimum of an Associate’s degree preferred.
- Possess, or ability to obtain a Wisconsin Water Certification, Groundwater and Distribution
- Possess a Valid Commercial Drivers License, subclasses B and D.
Any combination of education and experience which in the sole discretion of the Village would demonstrate the Employee’s ability to meet the required knowledge, skills, and abilities for the position may also be considered.

• Perform functions associated with the Street Dept. and Sewer & Water utilities, including its procedures and operation • Read, interpret and apply provisions of law, ordinances, rules and regulations relating to the Wastewater & Water Utilities. • Secure information to resolve problems pertaining to Wastewater & Water Utilities. • Establish and maintain good working relationships with the Director of Public Works and the Village Board. • Deal courteously, tactfully, and effectively with the public. • Communicate effectively, both orally and in writing. • Perform difficult and responsible work with independence and discretion. • Assist in developing a budget and operating within budgets. • Maintain accurate and complete records; prepare reports for other governmental agencies.
